They are either creating an earthworks installation piece like Spiral Jetty, or they are building a way for water to drain better out of the low lying area. But I like the idea of the Roman Empire expanding too.

Liz: I actually spent 5 minutes trying to see if I could pull some CSS into your comment to highlight it, but I had to give up because MT doesn't allow that kind of flexibility with individual comments. But anyway, it's awesome. :)
